Improving Canada's Digital Advantage

The Government of Canada is focused on building a stronger and more competitive Canadian economy. Understanding the important role that digital content and technologies will play in Canada's future, our government committed to developing a national digital economy strategy in Budget 2010 and the Speech from the Throne. A more prosperous and successful Canada will ensure a better quality of life for all Canadians.

Canada has a solid foundation of scientific and technological achievements to build on and be proud of, including the 2007 Science and Technology Strategy that invested more than $7 billion to foster innovation through research.

Last year, I delivered a keynote address at the Canada 3.0 digital conference and later co-chaired the forum on Canada's Digital Economy. Stakeholders told me that it is time for all of us to come together to make Canada a global leader in the digital economy.

Through this consultation paper, we are seeking the advice of Canadians on how Canada can improve its position in the digital economy. We must find solutions to the specific issues facing Canada and develop a plan to implement these solutions. This will require the concerted and cooperative efforts of the private sector, academia, governments and Canadians. We all have a stake in this goal, and all have a role in making it happen.

Collectively we have the talent and the will. Now we must channel our strengths into developing a comprehensive, multi-year strategy that will help Canada take our rightful place at the top. I look forward to hearing your views and reading your submissions in the weeks and months ahead.
